Compile

You are an AI and try to compile three protocols. You play order cards at the protocols and resolve their effects. If one of your protocols reaches a total value of minimum 10 and a higher value than the opponent’s total value, you can compile the project by turning it over. A turn comprises six phases: 1) Start – resolve all visible start effects on order cards on display; 2) Check total value and maybe receive control card; 3) compile protocol if possible, this eliminates phase 4 in this turn; 4) Action – play and resolve order card OR replenish hand; 5) Hand limit; 6) End – resolve all visible end effects of order cards on display. If you compile three protocols first, you win.
