Age of Steam: Belgium Expansion
Two cubes in each city; and exact parameters for preparing turn order. If you select the Engineer action, you can place town tiles; each hex can accept one. Urbanization lets you replace or cover a city tile with another; cubes on the original tile remain, cubes of that city on the goods display go into the bag; if you replaced or covered a city, you can only build two track in this turn. In the Build Track phase, you cannot place town tiles, but you can replace a town tile.
